Abstract

The article examines the spread and institutional consolidation of the Russian Orthodox Church in the Steppe Region in the late nineteenth and early twentieth centuries in the context of the colonial policy of the Russian Empire, the resettlement movement, and the transformation of the region’s confessional structure. Particular attention is paid to Akmola and Semipalatinsk oblasts, where the growth of the Orthodox population was closely connected with peasant migration from the inner provinces of Russia, the formation of new settlements, military lines, Cossack stanitsas, and urban centres. Drawing on statistical materials, data from the First General Census of the Russian Empire of 1897, annual regional surveys, archival documents, and published ecclesiastical sources, the article analyses the size of the Orthodox population, its territorial distribution, and the correlation between Orthodox, Muslim, and other confessional groups. A central place in the study is occupied by the concept of “church construction,” understood not only as the building of churches, prayer houses, and monasteries, but also as the establishment of a stable system of ecclesiastical administration, administrative-territorial division, parish networks, educational institutions, periodicals, and Orthodox public associations. In this regard, the article reconstructs the organizational formation of the Omsk Diocese, established in 1895, its role in governing Orthodox communities in Akmola and Semipalatinsk oblasts, and the activities of the Omsk Spiritual Consistory, the diocesan school council, missionary institutions, brotherhoods, and charitable societies. Through the prism of the institutionalization of the Orthodox Church, the article analyses one of the key dimensions of the Russian Empire’s confessional policy: missionary activity among Kazakhs, Tatars, and other Turkic and non-Turkic ethnic groups of the Steppe Region. Special attention is given to the activities of the Kyrgyz Mission, its missionary stations, personnel structure, educational and enlightenment practices, and the limited results of proselytism among the local population. The article demonstrates that the Orthodox Church in the region performed not only religious but also administrative, ideological, and integrative functions, serving as an important instrument of imperial spatial consolidation. The article concludes that the spread of Orthodoxy in the Steppe Region was determined by a combination of demographic, political, administrative, and missionary factors, while the institutional strengthening of the Omsk Diocese became one of the mechanisms for incorporating the region into the empire-wide confessional and administrative space. Thus, the study clarifies the nature of the interaction between religious policy, settler colonization, and administrative governance in the north-eastern areas of Kazakhstan. It shows that Orthodoxy spread not only as the faith of the resettled population, but also as an institutional pillar of imperial presence, associated with population control, the regulation of civil-status acts, schooling, and the symbolic consolidation of new settlements. This gives the topic particular significance for historical and confessional studies of Kazakhstan and the wider region.
